Rosie Franco is Vice President of R4 Capital based in the firm’s Austin, TX office. With a focus on the Southwest region of the country, Rosie’s experience lies in the acquisition of affordable housing tax credit properties and has completed transaction closings totaling more than $450 million in equity.

Her housing career began at the Texas Department of Housing and Community Affairs where she served as the Executive Assistant to the Executive Director of the agency. She then went on to work for a local housing developer and non-profit housing corporation for more than fifteen years where her focus was LIHTC multifamily project management including rehab, new construction, and single-family construction projects. Prior to joining R4 Capital, Rosie served as Assistant Vice President at a syndication firm where she participated in closing LIHTC transactions totaling over $300 million in equity. 

Rosie is a member of the Texas Affiliation of Affordable Housing Providers (TAAHP) and the Women’s Affordable Housing Network (WAHN). She earned a bachelor’s degree from St. Edward’s University – Austin, Texas.
