Ridge Top II Apartments is the adaptive reuse and historic rehabilitation of six existing buildings in Leavenworth, Kansas. The Property and two prior Low-Income Housing Tax Credit (LIHTC) development phases, Eisenhower Ridge and Ridge Top Apartments, comprise part of an overall 38-acre development known as Eisenhower Ridge on the VA Campus. Five of the Property’s six buildings consist of three-story buildings that are outfitted with one elevator each as part of the rehabilitation, and the sixth building is a two-story former chaplain’s residence. The unit mix includes 61 one-bedroom one-bathroom units and six two-bedroom one-bathroom units. The Property is restricted to tenants earning up to 50% and 60% of the area median income (AMI), however, given the Property’s location on the VA Campus as well as the current tenant profile of the two aforementioned developments on the site, it is expected that a majority of the tenants are elderly veterans.
R4 Capital provided the equity portion of the financing using 9% LIHTCs and Federal Historic Tax Credits for the rehabilitation of the Property.

The site and buildings were originally developed and constructed in the 1880s as part of a campus known as the Western Branch, National Home for Disabled Volunteer Soldiers, and is now known as the Dwight D. Eisenhower VA Medical Center. The Dwight D. Eisenhower VA Medical Center has National Historic Landmark status and the property's buildings are on the National Register with the Department of the Interior.
