Holley Parker is an Executive Vice President, Senior Asset Manager of R4 Capital based in Portland, Maine. She has more than 15 years of combined experience in LIHTC Asset Management, FHA Construction Loan Servicing, and Acquisitions.

Prior to joining R4 Capital, Holley oversaw the HUD construction loan servicing group for a real estate finance and advisory services firm and serviced an FHA-insured loan portfolio in excess of $900 million. Previously, Holley was a Senior Asset Manager at a Boston-based LIHTC syndicator where she was responsible for a portfolio of $350 million of LIHTC investments in various stages of construction, rehabilitation, lease-up or stabilization. In addition, Holley provided third-party asset management for several state housing finance agencies where she managed a large portfolio of multifamily properties in the construction phase that received TCAP and Exchange Funds through the American Recovery and Reinvestment Act. Holley was also an Investment Associate at VineBrook Homes, where she was responsible for the underwriting and acquisition of single-family homes in the Midwest.

Holley is a Housing Credit Certified Professional (HCCP) through NAHB and received her bachelor’s degree in business administration from Salem State University.
